Guarding against inappropriate transfers

Article Abstract:

A growing number of indigent care hospitals are establishing transfer centers, facilities that screen patient transfers from other hospitals. The goal is to minimize the costs stemming from inappropriate transfers. These facilities exist mostly at receiving institutions, such as public hospitals and tertiary care centers. One of these hospitals, Tampa General, estimates that it saved $6 million over a two-year period by implementing a transfer facility complete with quarterly utilization information for all state hospitals.

Article 99

Article Abstract:

'Article 99' is a Hollywood film that portrays physicians as heroes, and highlights quality and access problems at veterans' hospitals. Screenwriter Ron Cutler bases the movie on real events, including a few he witnessed personally. Ray Liotta and Kiefer Sutherland play physicians who persistently thwart hospital administrators to provide patients needed treatment. Portraying hospital administrators as villains may have been unfair, but the film's technical accuracy is excellent.

Congress breaks without acting on tort reform bills

Article Abstract:

Congress adjourned for the summer without establishing a conference committee for tort reform legislation. Both the Senate and House passed tort reform legislation in the spring, but the two proposals are different. Because of substantial differences, legal observers predict a stalemate on tort reform. Medical associations have been lobbying for limits on noneconomic damages in malpractice suits and for caps on attorneys' continency fees.
