The United Kingdom has been criticised for its failure to implement the European Community Environmental Impact Assessment directive. This is largely due to the directive's application to planning applications which are made after its implementation date. Planning permission in the UK is valid for three years so some controversial schemes escape the regulations. The Law Commission's proposals on privity of contract ignore the complexity of construction contracts and are likely to be opposed by the industry.

An economical method for correcting forecasting error

Article Abstract:

A method for making improved business forecasts is presented, including explanations about how a forecast is generated and evaluated. Theil's Optimal Linear Correction (OLC) method and his Line of Perfect Forecast (LPF) are illustrated. Forecasters can use this method to break down forecast error into its systematic components and thereby reduce forecast error. OLC can be used in conjunction with any existing forecasting model.
