Medical countermeasures for pandemic influenza: Ethics and the law

Article Abstract:

The main goal of United States is to build a system that ensures stable and economically viable vaccines for pandemic influenza to meet potentially massive public needs. Private markets working alone cannot create stable supplies of life-saving countermeasures or ensure fair allocations but constructive partnerships among nations, government, industry and the community are essential to maximize survival and socioeconomic functioning in an impending crisis.

Why rich countries should care about the world's least healthy people
