Medicine's Medicare proposals advance

Article Abstract:

Nearly 50 Medicare amendments have been passed by the House Ways and Means Committee, but their fate in the hands of the full House is uncertain. Among the issues addressed are payments for electrocardiogram interpretations, payments to new Medicare physicians and Medicare's geographic practice cost index. All three issues are expected to have a major impact on how physicians are paid by Medicare. While the medical profession is generally in favor of many of the amendments, the package is tied to a health care reform bill that most in the profession oppose.

Medicare fee update poses real dilemma for federal officials

Article Abstract:

Medicare fee updates for 1993 have been delayed due to a conflict with 1989 volume performance standards set by Congress. These standards call for surgeons to receive larger reimbursement than other health care providers since they alone remained under spending limits in 1991. But volume standards threaten to undermine the resource-based relative value scale, which emphasizes primary care in attempt to reduce the incidence and cost of surgery. Policymakers agree that the best solution to the impasse might be a separate standard for primary care.

Bill would put teeth into Medicare charge limits

Article Abstract:

Senator William S Cohen and Senator David Pryor are working to clarify the limits on Medicare charges. The proposed bill, which affects only physicians who do not accept Medicare allowances, gradually replaces maximum allowable actual charges by 1993. Physicians may be required to pay refunds plus interest for excessive charges. Clarification of the law will be welcomed by physicians, insurers and representatives of beneficiaries, according to reports.
