Policy research agency faces its own cost/benefit analysis

Article Abstract:

A House proposal to cut funding of the Agency for Health Care Policy to $59.7 million in FY 1996 from $162.5 million in FY 1995 would make it impossible for the organization to conduct its mission appropriately. The agency, which is charged with analyzing the quality and cost effectiveness of health services in the US, would not be able to fund sufficient research if funding is cut as much as the House has proposed. However, critics of the agency believe that its research duplicates the efforts of other federal agency programs. The Senate's proposed cut is expected to be more moderate.

Bill would shift CDC programs to state block grants

Article Abstract:

Sen Nancy Kassebaum proposes a law to give funds for public health programs to states according to their population and other factors. The Centers for Disease Control and Prevention (CDC) allocations now go to specific research topics, including projects of state and local governments plus private research groups. Kassebaum believes the law would make medical research more responsive to need, but opponents fear states would vie for block grants and important research might be underfunded.

Public health, research post big gains; funding uncertain

Article Abstract:

Health industry observers are concerned that the fiscal 1999 federal budget will not obtain the funds necessary to finance many of its health research programs. Although aggressive financial commitments have been made to projects such as AIDS and racial health disparities research, the promises are based primarily on funds from the still-pending tobacco industry settlement.
