Public health outreach in limbo

Article Abstract:

The 1996 budget impasse is placing the future and services of public health programs in jeopardy. Preventative services, migrant health centers, maternal and child health and AIDS research and treatment are among the programs most seriously affected. Since Oct 1, 1995 only three of the nation's federal health agencies have received funding and several Health and Human Services Dept. programs are only secured through Mar 15, 1996. Professional organizations, such as the Coalition for Health Funding, are lobbying Congress to attain necessary funding.

Long-awaited tobacco-control rules get tepid praise

Article Abstract:

The Dept of Health and Human Services' (HHS) instructions on the 1992 Synar Amendment, which requires the development of state laws against the sale of tobacco products to minors, are considered by many sources in the anti-smoking movement to be inadequate. The HHS noted that states are inconsistently enforcing their Synar laws, which now exist in all states. AMA Pres Lonnie R. Bristow, while pleased with the statement, wants adoption of the FDA's request to regulate tobacco products and restrict their advertising.

Advocates: prenatal program off to healthy start

Article Abstract:

Doretha Strawther has gone from a skeptical participant to a Neighborhood Advocate for the federally funded Healthy Start program. A single mother in Baltimore, MD, Strawther called on the services of Healthy Start program. She received prenatal care, parenting classes and family planning. Infant mortality has decreased by 28.6% in Chicago, IL, neighborhoods where the program is in force.
