Reform fear: lower medicaid rates, poorer care

Article Abstract:

Medicaid reform proposals that include a lower payment rate are being opposed by advocates for the poor and health care providers because they fear that the quality of Medicaid patient care will suffer. The Clinton administration is trying to avoid raising taxes to cover the costs of health care reform but would be forced to do so if Medicaid payments reflected market rates. The proposed lower rates would be temporary, but opponents say they would still hurt poor patients, particularly under managed competition.

Business leery about GOP reforms

Article Abstract:

Big business seems hesitant to endorse some of the Republican concepts of individual freedom to contract for health care. Employers are expected to continue choosing health insurance coverage. Also, several versions of medical savings accounts (MSAs) are suggested. A bill proposed by Harris Fawell and Bill Thomas would regulate selfinsured plans. The American Medical Assn wants to add protection measures for patients in managed care plans.

Backing off benefit reform; GOP drops overhaul of federal employee plan

Article Abstract:

Republican leaders in Congress are retracting from an effort to change the provisions of the Federal Employees Health Benefit Program (FEHBP) despite claims by the Congressional Budget Office that such changes could save $3 billion for the government over seven years. FEHBP serves 9 million government employees, dependents and retirees, including members of Congress plus their staffs.
