Article Abstract:

US District Judge Alfred M. Wolin had exempted self-insured health plans from a 19% New Jersey hospital bill surcharge which would compensate hospitals for charity care, then granted a stay on his ruling. Colorado Gov Roy Romer vetoed a bill to phase out the state's Medicaid program, which had passed as a reaction to new hard-to-meet federal rules expanding Medicaid enrollment. Also, a California primary exit poll indicated that presidential candidates' personal qualities ranked above agendas in importance, but that among the issues, health care was the second most important.

N.J. ruling exempts many from hospital charity fund tax

Article Abstract:

Self-insured health plans will not have to pay a 19% tax in New Jersey for the state's uncompensated care program, according to a US district court ruling. Hospitals and physicians are angry at the ruling because they could lose funding amounting to 40% of total hospital revenue in the state. New Jersey Governor Jim Florio, however, has not yet decided to challenge the ruling. Florio is unhappy with the charity tax fund program and is working on alternative proposals to care for the state's estimated one million uninsured residents.

Different needs, different answers: hospital groups united against global budgeting, pay schedules; split on other reform issues

Article Abstract:

The American Hospital Assn's (AHA) recommendations for health care reform support managed care but oppose price controls. Spokesmen for the reform proposals espoused by the AHA, the National Assn of Public Hospitals, the Federation of American Health Systems and other hospital groups are quoted. Also, positions on reform proposals held by public and private hospitals are compared with those of the AHA.
