Article Abstract:

The Labour Party promised in its election manifesto that spending in the National Health Service would be kept within the limits set by the outgoing Conservative Party. This has proved to be a difficult promise to keep, because, once in office, it became clear that the National Health Service could not continue to run with this level of funding. The health secretary is now having to make difficult choices about how he will keep within his spending limits without destroying the Health Service.

Article Abstract:

William Waldegrave has reported that the reforms within the NHS have been very successful, proved by increased levels of satisfaction and work levels. The report has been challenged by Robin Cook, who claims that the service is at the point it should be after surviving the disruption of the reforms. Mr Cook has to prove that the service is subject to chaos and unfairness, but this may be difficult as the changes behind the scenes have gone unnoticed by most patients.

UK Health Secretary, Virginia Bottomley has ordered a review of AID guidance to health authorities. Bottomley uses reviews as a political expedient to delay awkward decisions. However, confusion over procedures for dealing with AIDS infected health workers has necessitated clarification. Political action following the review is essential.
