The 'uncertainty principle' applies to figuring out safety data

Article Abstract:

The Bureau of Labor Statistics conducts a survey, which is predicted to be 95% accurate, to estimate the number of workers injured in a given year on the basis of a sample-based estimate. Due to regulatory requirements, the survey does not cover certain types of workers. The final count of the survey is influenced by intentional and unintentional underreporting.
