Toward fewer procedures and better outcomes

Article Abstract:

Medical procedures performed for inappropriate reasons increase the cost of health care significantly. The Health Program at RAND developed a set of criteria for evaluating the appropriateness of different medical procedures. A panel of nine experts used these criteria to evaluate procedures performed on patients between 1979 and 1982. This study found that a significant number of inappropriate procedures were performed. Another set of research studies found that very few inappropriate procedures were performed on patients with heart disease during 1990 in New York State. One main difference between these studies is that the criteria used by the RAND group may have been stricter than those used in the other studies. Several different measures may prevent the inappropriate use of medical procedures. These include adopting stricter payment rules by providers of health care insurance and more patient involvement in the decision-making process.
