Who made medical specialists the bad guys in reform?

Article Abstract:

Medical specialists are integral in helping to provide high quality health care. Patient access to specialists should not be limited by managed care insurance or health care reform. Cost containment for specialty services can be achieved by making specialty care more affordable and by narrowing the income difference between generalists and specialists. Some people believe that specialists perform too many expensive tests or use costly treatments, but these costly procedures can be cost effective in early referrals.

Antitrust? Or anti-competition?

Article Abstract:

Current antitrust laws prohibit physicians from forming networks for health care delivery, even though hospitals and insurers are given free reign to pursue innovative health care systems. The American Medical Assn is lobbying to remove antitrust barriers to physician networks. Physician-sponsored coordinated care organizations can delivery health care at a lower cost than hospitals or insurance networks.
