Erskine Bowles has been a friend of Pres Bill Clinton since the latter was still governor of Arkansas. The self-made millionaire was initially appointed as director of the Small Business Administration and then as White House Chief of Staff in 1994. Bowles considers his efforts to improve race relations in the US as his most important achievement.
