The nature of the new technology and forces affecting its development are examined. Computer technology is viewed as a means seeking an end. Effective democrative action is highly correlated to an informed citizenry. Citizenship is addressed as a political notion. The Aristotelian and Platonic conceptions of citizenship are compared in the light of information technology. The language of belief communication and generation may be either related to science or popular belief. The main issue may well be how to have maximum participation and still get something done.
