Bringing secondment in from the cold

Article Abstract:

Unrealized potential benefits of secondment are largely caused by misunderstanding and unclear communications, according to a report by the Centre for Employment Initiatives (CEI). This first major evaluation of secondment by CEI indicates that the lack of effective monitoring and support also hinder personal growth and development. The process inherent in secondment should be integrated into human resource planning by supportive professionals. The planning should take into account development of specific skills, retraining, and options for project-based, short-term, or part-time assignments. Community-based organizations can provide a good environment for the development of new skills or a meaningful transition to retirement. The proposed Institute of Personnel Management code of practice for different forms of secondment is given.

Learning to improve performance

Article Abstract:

Imperial Chemical Industries (ICI) PLC began to implement a performance improvement strategy in 1989 to increase its competitiveness in the face of such pressures as greater competition for resources that sustain existing products and the expiration of a principal product's patent. A study of ICI's culture showed it to be task-oriented and characterized by undervalued and undeveloped people management skills, upper management decision-making, and a feeling of being removed from business among employees. In 1989, the company realized that business objectives are achieved through people and that it is essential for these objectives to be known to every organizational member. It then launched the performance management system aimed at increasing individual effectiveness for a better business performance.
