Personnel management in local government: the new agenda

Article Abstract:

Financial, political, and economic forces are changing the roles of personnel managers in UK local governments. A summer 1990 survey conducted by the Society of Chief Personnel Officers in Local Government revealed that personnel-related decisions were increasingly being made by line managers. Nearly two-thirds of the personnel officers stated that they had either transferred the personnel decision-making function to line managers or were planning to transfer the function in the near future. Some decisions, such as decisions requiring specialized knowledge, were still made by personnel officers.

How they manage performance in Windsor

Article Abstract:

The Royal Borough of Windsor and Maidenhead has developed a performance management program for increasing management efficiency. The main elements of the program include: improving management information; increasing employee feedback; reviewing salary levels; and improving structure and communication. The program has successfully increased employee motivation and teamwork, improved organizational performance, and identified future training needs.

Local authority personnel officers are urged to avoid being too cautious

Article Abstract:

In its national conference, Britain's Society of Chief Personnel Officers in Local Government discussed information technology and the flexible use of personnel. The problems of pay and worker relations were also discussed. The officers were told they could turn pressures of today's hard times into advantages, if they worked at it hard enough.
