Europe sets buildings ablaze

Article Abstract:

The need to respond to European directives has made all concerned look at the current situation regarding UK legislation and standards with regard to health and safety matters, including fires. UK fire safety standards are at present set and published by the British Standards Institution (BSI) whose committees combine a wide range of the country's interests and experience. British Standards are much used in fire safety legislation in the UK but changes will be needed as the move is made towards the single European market, with European standards needing to be incorporated in future legislation.

HSE plans to toughen up on enforcement

Article Abstract:

An internal report of the UK Health and Safety Executive (HSE) recommends that inspectors get tougher with enforcement, prosecuting more directors and imposing legal notices at an early stage in inspections. Reserved powers of enforcement are recognised as a very effective lever to obtain changes in attitude. Prosecutions leading to publicity increase effectiveness of the Executive. Also advocated is the widening of the type of accident involved, including handling and trips that together account for more than half reported injuries yet under 2% of each class is investigated.

Health and safety on fire

Article Abstract:

The UK's Fire Precautions (Workplace) Regulations, which came into force in Dec 1997, apply to the protection of employees in the workplace, not to customers or others who may be in the workplace. The regulations focus on protection from a fire once it exists, rather than on fire prevention. They are based on a risk assessment approach, as is the case with health and safety legislation. Many business owners consider fire risks along with other safety and health risks, and may find it hard to distinguish risks according to different legislative requirements.
