Flexibility, labour subcontracting and HRM in the construction industry in Singapore: can the system be refined?

Article Abstract:

The Singapore building industry relies heavily on the Kapala (labour subcontracting) system, which offers a cost-effective way of managing construction workers. It is argued that the system is generally bad for human resource management systems, workers, companies and the industry and should be refined. It is suggested that a modified version of the Japanese subcontracting system be used. Flexible labour subcontracting and HRM management in a major Singapore construction company are analysed.
