Is personnel's survival through marketing?

Article Abstract:

Personnel functions executed by personnel staffs may have to turn to marketing to survive because market forces are requiring departments to shrink to core units and to justify retaining levels and functions. Personnel managers must identify the customers they wants to serve, then focus on the three concepts important to serving those customers: relationship engineering, image engineering, and value engineering. Personnel must be consistent with an economy that is moving from providing product to services. The rules that apply to service providers include take personnel's job seriously; customer service begins with the personnel staff; and service to customers starts with service to colleagues. The steps in an action plan to market personnel include developing a personnel task force; defining the new mission; and implementing the changes.
