Persistent systems failures caused Paddington rail disaster, says HSE

Article Abstract:

A railroad accident in London, England, on Oct 5 1999 was the result of a systems failure, according to the Health and Safety Executive. The accident follows a previous accident in London in 1997, when seven people died, and an accident in 1988 when 35 people were killed. One train had passed a signal which showed red in the 1999 accident, and there have been complaints that this particular signal was not easy to see. There have also been increasing numbers of red signals not acted on in the two years to 1999. There are proposals to set up an independent safety body for British railroads.

User friendly first aid: the Health & Safety Executive's guidance on first aid training makes first aid course more adaptable to employers' needs

Article Abstract:

The Health and Safety (First Aid) Regulations 1981 call on employers to provide adequate and relevant first aid equipment and personnel. Employers have greater flexibility in choosing their own workplace first aid provision, under the revised Approved Code of Practice. The HSE provides guidance for training first aiders and employers need to ensure that a training provider offers course flexibility. Cost will be a factor when choosing a training provider, but there is little variation of price between the different organisations.

Article Abstract:

European Agency for Safety and Health at Work Director Hans-Horst Konkolewsky suggests information gathered by the agency will help different countries to make policies and to find answers to their individual problems. The agency also hopes to foster better communication on health and safety issues amongst the European Union Member States. Eventually the Agency hopes to be able to help and inform ordinary citizens. The Agency provides reports and holds conferences but its main way of communicating is by the Internet.
