Strengthen HR management: transcend its reactionary role

Article Abstract:

Human resources departments are more effective when they serve a proactive, rather than a reactive, role within the organization. If plans for recruiting, training and evaluating employees are linked to the organization's overall strategic plan, the personnel department will spend less time 'putting out fires' and more time systematically diagnosing potential problems. Linking corporate and human resources planning is a three stage process. First, a close working relationship among the senior management, strategic planners and human resources departments should be established. Next, line managers and planners should work together to design plans that address and resolve problems. Finally, the planners and line managers should work together to implement the new employee programs.

In-basket cases keep policies in line

Article Abstract:

"In-basket" training techniques for new managers consist of simulation exercises to instruct supervisors in basic personnel policies. The four design considerations when developing in-basket simulation exercises are: defining the personnel problem to be addressed, identifying the problem's setting, drafting the appropriate exercise materials, and maintaining a realistic atmosphere for the exercise. The three steps involved when developing simulation training exercises are: gathering the required data, creating the simulation scenario, and reviewing the problem and solution. These developmental steps are discussed in detail.
