Is there consensus among American labor economists? Survey results on forty propositions

Article Abstract:

I examine whether consensus exists among American labor economists on forty propositions by analyzing responses to a questionnaire mailed to 193 randomly selected labor economists who are members of the American Economic Association. The questions address many of the important debates in labor economics. The answers show consensus on a number of issues, including the belief that minimum wage laws decrease employment, and a rejection of comparable worth's merits. However, there is substantial disagreement about the impact of unions, the amount of discrimination in the labor market, the trend of average real wages, and several other topics. The estimated cost of project labor agreements on federal construction

Article Abstract:

I estimate the cost of President Clinton's June 1997 executive moratorium encouraging federal departments and agencies to use project labor agrements (PLAs) on "large and significant" construction projects. Based on the higher wage costs associated with PLAs, the cost of federally owned construction will rise by 1.7 to 7.0 percent annually. Over the three years for which the memorandum will apply, federally owned construction costs will increase by $844 million to $3.44 billion. If the memorandum is interpreted to apply to state and local construction projects funded with federal money, the cost could range between $3.2 and $13.0 billion. A labor paradigm for all seasons

Article Abstract:

Our task is to provide an in-depth assessment of W.H. Hutt's 'The Theory of Idle Resources,' published in 1939, almost sixty years ago. Thus, this essay can be thought of as retrospective review article. There is at least one major advantage to a project of this sort. We have the luxury of hindsight. We know what has happened since Hutt's book was published and, therefore, we can do more than just recite the specifics and themes of his effort. We can ask the broader questions, especially the most important one in the scholarly world, "How has it stood the test of time?" (Reprinted by permission of the publisher.)
