The state of total quality management: a review

Article Abstract:

Organisations seeking to improve competitiveness through total quality management (TQM) are finding a disparity between expected results and actual results, due mainly to TQM being only partially employed as a strategic management tool. The reasons behind the limited success of TQM are often found in the middle-management layer where there is claimed to be a lack of committment to the system. Implementing TQM is viewed as a reduction in middle-management decision-making power which is unwelcome in many large organisations.
