Medicaid block grants will affect employee health plans

Article Abstract:

Congress is planning to limit the growth of Medicaid spending by allotting only a fixed amount to states. The block grants will force states to provide health care funding within their budgets or reduce the number of dependents on the program. They might also have to limit the payments made to providers. Health care providers may respond to reduced funding by raising rates for privately insured patients or closing down hospitals. Health maintenance organizations may receive the bulk of recipients since they have lower expenses than regular health care providers.

Medicare: the next market opportunity for managed care?

Article Abstract:

A study by the Congressional Budget Office shows that both the use of medical services and spending on Medicare benefits would decline significantly if each beneficiary is enrolled in a closed-panel health maintenance organization. This has led to the establishment of new managed care plans called the Medicare Select plans and Medicare risk contract health maintenance organizations. Both plans seek to take advantage of business opportunities created by the inclusion of Medicare beneficiaries in managed care.

The implications of easing Medicaid demonstration waiver requirements

Article Abstract:

Debates continue on whether the Medicaid demonstration waiver application review process should be reformed. Reform advocates contend that changes would improve access to quality care and expand the scope of the research and demonstration objective of Section 1115 waivers. Opponents counter that states are not likely to implement good programs in the absence of federal oversight.
