Building a European defence capability

Article Abstract:

The European Union (EU) and the US aredeveloping a new relationship that reflects the continued dependence of the US on the North Atlantic Treaty Organization (NATO) and the US, while also reflecting new European aspirations. These aspirations include greater independence in the political sphere, and the aim is to achieve a defense and security identity for Europe. There is a need for four changes: the abolition of the Western European Union, greater capability for the military in Europe, French participation in NATO's military structure, and better management of disagreements between the US and EU on issues such as Bosnia.

The emerging consensus for preventive war

Article Abstract:

Member states of the UN, EU, and NATO seem to be moving toward a preventive stance against terror, but most of them continue to view preventive action as legitimate only when conducted as a last resort. States have agreed to support new kinds of preventive military action in two ways, to attack first than to be attacked and then respond, and revise existing security standards to reflect the changed international security environment.

Rethinking the EU: Why Washington needs to support European integration

Article Abstract:

The new challenges of the twenty-first century and America's changing priorities and strategic needs are making America less dependant on the European Union and its success. America needs a functioning EU as much as an effective NATO to reach its own top foreign policy objectives.
