Can the United States and Russia reshape the international strategic environment?

Article Abstract:

There has been an agreement between the United States and Russia to enter into strategic cooperation by checking the proliferation of nuclear weapons, ballistic missiles, and the advanced conventional weapons. There are some irritants which have slowed the cooperation. There is a feeling in the Russian military that Russia must remain technologically competitive with the western powers. Russia is reluctant to accept US proposals on missiles since it is still serious about strategic balance. Russia has also been influenced by its economic changes.

Russian reforms and the West

Article Abstract:

This article examines political and economic reform in Russia, and how the Russian people have responded to Western policies concerning capitalist power structures. The author argues that anti-American attitudes among the Russian people may lead towards increased tensions with the West on issues such as nuclear weapons control.
