Do export control regimes have members they really need?

Article Abstract:

Analysts have identified a range of factors for the effectiveness of a regime, which include their legal bases, the presence or absence of "no undercut" provisions, level of information exchange among members, etc. On assessing Missile Technology Control Regime (MTCR) and Nuclear Suppliers' Group (NSG) memberships, it was found that most of the members did not even produce or export missile and nuclear goods and technologies.

The article examines the extent to which US cooperation with China led to Chinese restraint on ballistic missile proliferation. Topics include US foreign policy with China; US attempts to halt Chinese missile proliferation, especially in Pakistan; the launch of US satellites on China's Long Market space launch vehicles (SLVs); and technology cooperation to ensure that a country observes missile nonproliferation.
