Energy and insecurity in Asia

Article Abstract:

Relations in the dangerous region of North-east Asia could be stabilized by multilateral energy programmes like those operated in Europe and by the Association of South-east Asian Nations. Insecurity and conflict can result from problems created by competition for energy sources and the shipping lanes needed to supply the energy. North-east Asia could consider adopting the European Energy Charter's central energy policy goals, such as environmental conservation and energy saving, or establish a system by which long-term and medium-term consumption and supply is developed rationally.

A concert of Asia?

Article Abstract:

Asia lacks a security framework for regulating great-power relations. Regional stability may depend on the prospects of a more organized concert among the major powers of the region. The concept of a concert of powers comes from the 19th century European arrangement between Austria, Prussia, Britain and Russia, and it depended on a degree of self-restraint. Problems in applying the classical concert model to Asia relate to the fact that there has been no great-power war in Asia to provide a basis for a concert.

Maintaining Asia's current peace

Article Abstract:

The current peace in Asia-Pacific is not secure, with Taiwan and the Korean Peninsula remaining dangerous flash-points. The uncertainty deepens with the lack of multilateral security institutions. Establishing a new equilibrium could be helped by North-east Asian Security Organization, but it is uncertain whether regional leaders would create a new security structure.
