Supreme emergencies and the protection of non-combatants in war

Article Abstract:

Michael Walzer's claims that the deliberate targetting of non-combatants may be justifiable during 'supreme emergencies', a view that has received some support but that had elicited little debate is assessed. Walzer's wider ethics of war based on a conception of human rights are discussed.

The notion that Poland is emerging as a regional leader and has become America's protege in the east is explored. Poland's instinctive Athlanticism in security matters, a predisposition deriving from Polish strategic culture is examined.

The history of American's close post-war alliance with western Europe is traced. Conclusion states that it is still unclear, on how far Iraq has affected the substance of US foreign policy and its relations with Europe.
