The ABM Treaty was dead on arrival

Article Abstract:

This article examines the military policies of the US and Russia, focusing on the 1972 Anti-Ballistic Missile Treaty, and evidence that suggests the Soviets violated article 1 of the ABM treaty by deploying national ABM defenses on a large scale. Documents that corroborate this view from Russian and American leaders are included.
