A populist critique of direct democracy

Article Abstract:

Direct democratic processes such as the initiative and the referendum create illusory beliefs of meaningful public participation in political decisionmaking. Such plebiscites are ineffective in representing citizens' actual preferences because they present single issues for which black and white decisions are made and do not allow priorities to be assessed or set. Political power is realized by representative processes which in fact allow for prioritizations of issues.
