ACPs: the next red-tape target?

Article Abstract:

The Health and Safety Commission plans to review its Approved Codes of Practice but despite the alarm this creates in some quarters changes will likely be limited to improvements and clarification. The ACPs offer warnings or guidance on specific hazards or for specific employment sectors, and have a special legal status but are not themselves law. Deregulatory pressure and complaints that the ACPs take many forms, and thus lack cohesion and clarity, led to the review. Most of the current 51 ACPs will be reviewed; another 21 are now planned.

NVQs and competence

Article Abstract:

National Vocational Qualification guidelines are soon to be released for occupational safety practitioners in the United Kingdom. This should help employers more easily show that their safety programs are effective, but may prove to be a hiring and training burden in the short term. Safety practitioners, under the guidelines, will be expected to be familiar with the industry, able to identify and resolve safety problems, be aware of best practices, and be knowledgeable of their own limits and the options for outside guidance when needed.

Encouraging self-regulation in the USA

Article Abstract:

US discussions on reforming the Occupational Safety and Health Act 1970 involve promoting self-regulation and requiring employers to set out a written health and safety program. These debates suggest the advent of a system similar to the UK's, but would require a stronger inspectorate than the Occupational Health and Safety Administration can now offer. The troubled agency has 2,400 inspectors nationwide, has never developed clear priorities for action, and suffers from political and legal pressures.
