Accomodating individual criminal responsibility and national reconciliation: the UN Truth Commission for East Timor

Article Abstract:

This article reviews the workings of the United Nations Truth Commission for East Timor. It has been very effective in combining the principles of reconciliation with those of criminal liability and should serve as a model for similar commissions in the future.
