Agencies wrestle with delegated pay in 1994

Article Abstract:

Many of the government departments that adopted a delegated pay system, which made the departments responsible for determining their own salary-system and pay awards, have completed the 1994 reviews. While there were common trends such as a preference for common pay review dates for all staff groups and increased emphasis on merit pay, there were noticeable differences in the specifics of the arrangements in various departments. The period of the settlement varied from eight to 30 months. Many departments also have transitional programs to tide them from the old to radically new systems.

Performance-based pay at James Paget Hospital

Article Abstract:

The James Paget Hospital NHS Trust of Great Yarmouth, which has 2,353 employees, introduced a new pay system and grading structure in Feb 1995. NHS's multiple pay scales have been streamlined and now there are four occupational groups with three pay scales. Individual salaries are based on knowledge and skill level after being classified in a particular range. Automatic pay raises have been replaced by merit increments. The NHS has made these changes in response to the focus on community-based healthcare, which has reduced the duration of patients' stay in hospitals.

Little change in location allowances

Article Abstract:

A survey of 55 employee groups covering 2.6 million employees in June 1995 reveals that there has been little increase in location payments despite fall in unemployment rates. Most organizations have opted to uprate location allowances in line with the general pay rise. In some cases, the location allowance has been consolidated with basic pay. The finance sector still has the highest flat-rate location allowances, with these being around 3,000 pound sterlings annually. Some companies have increased location allowances only in places where the labor market is tight.
