Crumbling courthouses; New York judges complain of lack of maintenance, security, fax machines

Article Abstract:

Courthouses in New York City and numerous other cities across the country are in poor condition and the economic means to repair or rebuild them is lacking. In mid-1992, the New York County Lawyers Ass'n sponsored a forum on the need for maintenance and renovation. Like many government agencies in these difficult economic times, judges are faced with increasing work loads and have less money to maintain their workplaces. A survey of 385 US counties shows 90 counties with courthouses 75 years old or older and only 46 with court buildings 10 years old or less.

Arbitrary prosecution? Alleged drug kingpin challenges constitutionality of federal death-penalty law

Article Abstract:

Lawyers for Thomas Pitera, alleged head of the Bonanno crime family's drug trafficking enterprise, plan to attack the constitutionality of a federal law that allows capital punishment for drug-related murders. The law's failure to specify a method of execution and the arbitrary way it has been applied are noted in Pitera's amicus brief. Pitera claims that his refusal to provide information on on reputed Mafia boss John Gotti led the government to seek his execution.

Lost photo opportunities; First Amendment experts question constitutionality of proposals to prevent harassment by paparazzi

Article Abstract:

Experts are looking askance at the bills to rein in paparazzi which have become popular since the death of Diana, Princess of Wales. The traffic accident leading to her death was allegedly caused by paparazzi pursuit. Legislators from celebrity-rich California have an interest in such bills, but experts point out that they are a First Amendment violation and feel the anti-stalking laws, those against trespass and assault adequately address the paparazzi problem.
