Derivatives and dialectics: the evolution of the Chinese futures market

Article Abstract:

The Chinese government has shut down a number of futures market in response to speculation and losses, but if China wants derivatives to be a component of its macroeconomic policy, it will have to accept the volatility that is characteristic of derivatives. China's economic policy emphasizes stability and fairness. While derivatives are not stable investments, their use can promote efficiency and help prepare for shortages, thereby contributing to economic stability. China must develop a regulatory regime for derivatives that allows futures markets to function fully.

The federal lead poisoning prevention program: inadequate guidance for an expeditious solution

Article Abstract:

The rules and EPA Task Force report implementing the federal Residential Lead-Based Paint Hazard Reduction Act of 1992 do not provide homeowners with the legal and financial inducements to abate lead-based paint hazards in their houses. In light of the passivity of state and local governments in regulating this hazard, the federal government should take more action in requiring its abatement in private housing. State and local governments could receive the incentives from the federal government to enact the approatiate regulatory systems.
