Extending public law norms through privatization

Article Abstract:

Privatization of public functions has traditionally been thought of as a way for government to become smaller. However, it can also be thought of as a way for government to exand public law norms into the private sector. Through privatization, government contractors can be brought under the same standards of fairness, accountability, and due process under which the government is required to act in meeting public needs.

When hope falls short: HOPE VI, accountability and the privatization of public housing

Article Abstract:

The Department of Housing and Urban Development's HOPE VI program provides funds for the redevelopment of public housing by private developers. However, this program has resulted in the loss of public accountability in the development of housing for low-income people. The voice of residents of this housing has been weakened.
