Government intervention on the Internet: should the Federal Trade Commission regulate unsolicited e-mail advertising?

Article Abstract:

Possible federal government regulation of the Internet to prevent junk electronic mail is discussed. Topics include the Federal Trade Commission's regulatory powers with respect to the Internet, past government regulation of similar schemes, and alternatives to federal rules, including state regulation, lawsuits, and industry self-regulation.

Federal agency ombuds: the costs, benefits, and countenance of confidentiality
