In Whitewater's wake. (possible fate of Independent Counsel Act)

Article Abstract:

The survival of the Independent Counsel Act beyond its expiration-date of June 30, 1998, is a longer-ranging dilemma than that of Pres Bill Clinton because of the Starr investigation's potential for changing the tone and depth of future investigations of high government officials. Allocating authority between the independent counsel and the attorney general has proved the biggest stumbling block of all reform proposals. The lack of action may be the surest sign of the law's fate. Revisions by the House of Representatives have lain dormant since their introduction in Jan 1997, and nothing comparable has emerged from the Senate.

Why Bill Clinton won't face a criminal trial

Article Abstract:

Pres Bill Clinton will probably not face a criminal trial for lying about his affair with former White House intern Monica Lewinsky, first in the Paula Jones sexual harassment lawsuit and then to Special Prosecutor Kenneth Starr's grand jury. Even a trial after Clinton's term in office would face many problems, including questions about the constitutionality of the Independent Counsel Act, Starr's conduct in the investigation, selecting a jury after the unprecedented pretrial publicity, and proving a circumstantial case through witnesses friendly to the president and deflecting the hostile ones.
