Internal market and sectoral issues

Article Abstract:

New deadlines agreed at the action plan at the Amsterdam summit included implementation of outstanding single market directives and the creation of coordination centres for individuals and businesses with problems relating ot single market issues. Simpler legislation for the internal market (SLIM) is a permanent feature of the single market action plan, and recommendations have been made on value-added tax, fertilizers, trade nomenclature and banking services. The Commission has called on the member states to provide a high level of information activities aimed at business and the general public concerning the introduction of the euro. Other proposals relate to aerospace and defence, biotechnology, construction, intellectual property, and employment and social affairs.

Internal market ministers have reaffirmed their commitment to the single market action plan. A common position on the draft amendment to regulation on statistics on intra-EU trade has been reached, and an action programme extending the single market benefits to Mediterranean partners has been proposed. This aims to create an EU/Mediterranean free trade area by 2010, and will concentrate on training, consultancy, co-operation and technical assistance.
