Is there anything left outside the reach of European Court of Justice?

Article Abstract:

The European Court of Justice in Jersey's potato case (Case C-293/02) ruled that the export of goods, potatoes in that case, within a Member State could not be regarded as a purely internal situation and therefore applied Article 23, 25, and 29 EC to the movement of goods within the Member States. The importance of this judgment is determined by the conceptual question of the possibility of the application of EC Treaty provisions to internal situation, where the condition is the crossing of a frontier from one Member State to another.
