Judicial appointments: cautious approach advised

Article Abstract:

Pres Bill Clinton had at the time of the Oct 1996 congressional adjournment 18 federal appellate court seats and 44 federal district court seats to fill and with a Republican majority in Congress, may have to avoid putting forth controversial nominees and be ready to compromise on his goals of racial and gender diversity and political balance on the federal bench. Clinton may have a difficult time getting his choices confirmed for the bench. Sen Orrin Hatch, chairman of the Senate Judiciary Committee, indicates that judicial nominees will be scrutinized closely.

Article Abstract:

Sen Orrin Hatch, chairman of the Senate Judiciary Committee, Majority Leader Trent Lott and Pres Bill Clinton should move as fast as possible to facilitate federal judicial appointments, for there were 100 vacancies for federal judges in 1997, of which nearly 30 were deemed emergencies because they had been vacant for 1 1/2 years. In early 1998 there are still 80 vacancies.
