Keeping it simple: making regulators write in plain language

Article Abstract:

The plan of Pres Clinton and the government to establish a system of plain language for writing government regulations has good intentions but may have negative consequences. The purpose of the move is to make regulations easier to understand and therefore reduce regulatory burden. An incremental rewrite of regulations would have minimal negative effects. However, a thorough rewrite of all existing regulations may introduce a significant number of changes in regulations and cover-up the need to abolish a number of costly regulations that restrain the freedom of individuals and enterprises.

Sunrises without sunsets: can sunset laws reduce regulation?

Article Abstract:

A sunset law is a statute or provision in a law that requires periodic review of the rationale behind the existence of the particular law, government agency or other governmental function. It is being promoted by the Republican-dominated Congress to end the persistent cycle of statutory debasement. In actual practice, however, sunset laws have not been very effective and have accomplished little to reduce the number of statutes, agencies and regulations.

Ballooning bankruptcies

Article Abstract:

Loss of a job, cut in pay, large medical and credit card bills, financial mismanagement and marital breakup are the major reasons why people file for bankruptcy. Protection under the bankruptcy law is being sought more as a relief from the legal obligation to pay debts. However, along with protection are certain abuse standards intended to deter a filer from deceitfully escaping debt obligations.
