Linkages and governance: NGOs at the World Trade Organization

Article Abstract:

The World Trade Organization (WTO) should expand its operational procedures to include cooperation with nongovernmental organizations (NGOs). NGOs can provide intellectual arguments to compete with or complement WTO policies. NGOs can be used as supporting structures to implement governmental plans. NGOs can counteract the impression that many important decisions concerning increased economic globalization originate only from central planning organizations. NGOs can be effective partners in linking trade policies with other important matters such as environmental protection.
