No reprieve for LSC: ABA leads funding-maintenance effort in the wake of last year's painful cuts

Article Abstract:

The underfunding of the Legal Services Corp, whose budget may be cut in half in FY 1998, denies access to the justice system for poor Americans. The combination of government and private resources can only meet around 20% of the poor's legal needs. The ABA's Campaign for Legal Services is working to raise awareness about legal services for the poor. The budget cuts have caused over 200 neighborhood legal services offices to close, reducing access for rural and other needy clients. The legal problems addressed through these programs are likely to be more costly if left unattended.

Cash crunch; federal defender services program faces funding crisis

Article Abstract:

The defender services programs mandated by the Criminal Justice Act (CJA) ran out of money to pay panel attorneys in June 1992, necessitating a shift of funds from other areas until a $31.2 million supplemental can be approved by Congress. The ABA is urging state and local bars to lobby Congress for approval of this supplemental request. CJA funds pay private lawyers chosen from court-approved panels to represent indigent defendants not covered by public defenders.

Affirmative action struggle: Congress, ABA at odds over government role in equality programs

Article Abstract:

Following the US Supreme Court's decision in Adarand Constructors v. Pena, which imposed a stricter standard for federal affirmative action programs, Congress is considering banning them outright. The American Bar Assn opposes such a move. In addition to bills submitted by Senate Majority Leader Robert J. Dole and House Judiciary subcommittee chairman Charles T. Canady, Congress may consider setting up 'empowerment' programs focused on economic disadvantage.
