On the failure of market failure

Article Abstract:

A 1995 study conducted by the Lawrence Berkeley Laboratory to demonstrate market failure in the commercial lighting supply industry contains four errors. The study, which is used to justify government market intervention, used average instead of marginal costs in estimating the profitability of the new lighting ballast. Other mistakes include the disregard of marginal electricity cost over time, defining the life expectancy of the device from a purely engineering perspective and improperly dropping cases that did not conform to their analysis.
