Quasi-collective bargaining: supervisory representation in the U.S. Postal Service

Article Abstract:

Managers at the United States Postal Service are an exception to the rule of exclusion of supervisory employees from collective bargaining. This exception was codified in Section 208 of the Postal Reorganization Act of 1970. The managers are represented by supervisory associations which constitute a hybrid of professional associations and unions. The legislative history of the act makes clear that postal supervisors engage in consultation that is akin to but not the same thing as collective bargaining.

The social contract at the bargaining table: evidence from a national survey of labor and management negotiators

Article Abstract:

The article argues that the power balance associated with the social contract in unionized settings is in flux, creating fundamental opportunities for theory, practice, and policy. The author uses data from the Federal Mediation and Conciliation Service's national random sample survey of labor and management negotiators to show how key aspects of the 50,000 US labor negotiations conducted each year fail to protect worker rights.
