Shortage and tension on the Upper Rio Grande: protecting endangered species during times of drought - comments from the perspective of the Middle Rio Grande Conservancy District

Article Abstract:

Water management events in the Upper Rio Grande Valley during the drought of 1996 and their effects on endangered species protection are discussed. Events included water shortages and tensions among water users and the use of federally controlled water to protect the endangered Rio Grande silvery minnow.

A commentary on Texas water law

Article Abstract:

An overview of the State of Texas water law is presented. The historical development of the law and its administrative and policy framework are discussed, along with a 1997 state senate bill which would make sweeping changes to the state's system of water resources management.

The author argues that the law protecting the water rights of the quasi-public Middle Rio Grande Conservancy District in New Mexico is contrary to the public interest, and should be changed.
