Smart growth, stupid policies

Article Abstract:

The adoption of an anti-suburban sprawl policy in Maryland did more harm than good to the state's environmental and social condition. Enacted in 1997, the so-called "Smart Growth" legislation primarily aims to restore the state's valuable land resources by increasing the population densities of highly developed areas. Proponents of the law ignored the fact that the the policy was based on obsolete environmental models and which undermines its capacity to address modern land use and planning functions. Instead of enriching Maryland's land resources, the policy induced traffic congestion, rampant crime activities and infrastructure problems.

Modernization of zoning: a means to reform

Article Abstract:

The proposed modernization of zoning permits developers in the market to reduce land waste through clustering of housing and greater apartment and condominium construction. The proposals also permit homeowners and neighborhood associations to provide for denser use of subdivisions. This reduces delays and restricts the government's use of transfer taxes and arbitrary building moratoria that make development costly and unpredictable.

The Forest Service's tinderbox

Article Abstract:

The United States forests and public lands are discussed with emphasis on their problems, especially the forest fires of 2000. Seven million acres were devastated and improved resource management could have prevented some of this damage.
