Police use of informers raises ethical as well as financial questions. The Audit Commission only takes into account the actual monetary cost of paying informers and ignores the administrative costs in recruiting and managing informers. Police officers often resort to unethical procedures to recruit and maintain informers, which adversely affects the public image of the police.

Called Fast Track, the coerced treatment plan was created to help offenders who commit property crimes to obtain money for drugs.
